Parody is recognized as legitimate "free speech" under US law/interpretation of the 
Constitution, and this probably falls in under that category quite easily.  My take is 
that Daddy was making a point both to his son about how the process works, and to the 
PTO about how the process fails to work.   Most successful children's books/movies/etc. 
appeal to kids at one level and adults at various other levels, and this seems like a 
brilliant use of that design pattern :~)
