I have a DTD that uses an parameter entity to import another dtd. Its only
other function is to then declare a general internal. My problem is that my
xml file will validate against this dtd but will not recognize the
reference to the Entity in the XML file. Should this work and is it
appropriate?

<?xml version="1.0" encoding="UTF-8"?>
<!ENTITY % myOtherDTD SYSTEM "myOtherDTD.dtd">
%myOtherDTD;
<!ENTITY dataTest "replacement text">
