RDDL _describes_ a namespace via text and a collection of resources

The way one gets a RDDL document from a namespace URI depends on the URI resolution process.

For example:

<foo xmlns="urn:publicid:-//FOO//Bar Version 1.0//EN">

</foo>

Software might use this URN based namespace 
to find the location of the RDDL document in the supplied
XML Catalog.
