Maybe simply to obtain the codec that sends and receives information. Maybe because you have to ground things in something to communicate and the world is its own best model (or if you prefer Wittgenstein, the world is all that is the case). Maybe because it's obvious that you can't build the band without going outside it. I don't see a huge difference between 2 and 3.
