Yes.  That is a way to do it, typically, 
PIs got stuffed into the file.  As I recall, 
ArborText did something like that, but it's 
been a long time since the rock n roll of 
SGML systems for me.  Stylesheets after a time 
just meant 'all the processes for this pass' 
and off we went into the DSSSL vs HyTime 
warz Ralph mentions.  Urrrp... not again. 

We'll end up with the CSSHeads wanting 
to declare war on the XSLTHeads, and 
nothing good will come of it except 
CSS mediaTypes tied to behaviors.  Umm...  ;-)

I'd agree with that in a general sense... though you need a 
coordination mechanism. Many times in DynaText, the stylsheets were 
used for this (the stylesheets could be extended).
