Ok.  I follow that.  Use the URI to address and locate a 
resource of some type, a process which returns a URI.  
Then use the URI returned to make requests to the 
resource.  Am I making requests to the resource or 
to the handler of the resource (the service) to 
manipulate the resource?

Once you've got the URI for their service description (WSDL, IDL, RDF or
whatever) on their site, you don't need to use the registry anymore. All
you need is to follow a hyperlink from the registry to their machine
processable documentation, at their site.
