In response to comments about IDISID, here is a modified version:

IDISID: In absense of information to the contrary, attributes named "id",
"ID", or "Id" are assumed to be type ID regardless of namespace.

IDISID is not a complete solution, just an 80/20 solution.  Software
supporting IDISID should provide means to enable/disable IDISID.
