That's easy: Any file that uses (or has a numeric character reference to)
a character above the basic plane. In particular to any of the
characters added in Unicode 3.1.

a member of microsoft support confirmed that this was an intentional
action "for compatibility" on microsoft's msxml-webrelease newsgroup.
