o  Novice:  doesn't know enough about the problem or the solutions
o  Intermediate:  knows everything but can't choose the relevant knowledge
o  Expert:  only knows what they need to know to solve This.problem.

It is always helpful to work in a domain that has principles from which 
any viable solution can be reasoned.
