So do I.

How can that be done?  It seems to me that the 
designs for web services include the provisions 
for policy-mediated access.  The rub is to get a 
system that can run that and run that reliably. 
No theory; contract and project, deliver or lose.

At some point, contracts citing the specs take over 
and then accountability becomes a features issue.
