Yes.  Of course the issue is sorting the tables 
and their intended functionality out.  The table 
definitions can mix this and a naive sort can 
easily confuse what is system-independent content 
with system-dependent values.  It's one kind of 
problem conversion houses, proposal writers and 
analysts, and standard and specification committees 
face.

How about when the domain for a code table is built into the definition of a
pick list that uses it (easy to do with a tool like Powerbuilder, for
example)?  That might be the only place where you could learn what the
allowable strings and values really are.
