They're for protocols and data formats (e.g. HTTP and MIME) where stability is a generally accepted goal ... unlike the original situation with HTML, which MSFT and NSCP tended to view as a commercial platform more than a neutral standard. I do like the openness of the IETF processes, as a rule. But they're not for _all_ specifications. - Dave
