This case looks a little strange, but in general nested references are fine in XML -- Think of lists of lists. It's generally a document thing, but Bills of Materials have it too. PackageIDReference references the package ID of the package containing the item found in the PackageDetail element. PackageReference provides a reference for the packaging of the item. Any input ?
