My understanding is that it doesn't need one.  It's obvious how to add
properties or node types, the XML Schema WG asked the Core WG if we
needed 'permission' in the Infoset spec. to do so, and they said 'no,
anything not forbidden is allowed'.

It has the perfect conception of scaled conformance:  producers say
what they supply, consumers say what they require.  See Appendix D of
the current XML Schema spec. [1] for an example.
