I stand corrected.  I knew they had to 
review every five years, but I thought 
intervening changes were restricted to 
things such as Technical Corrigenda.

Rate of change is the problem though 
once the spec is out.

Hardly.  ISO says, reissue AT LEAST every five years, so that change
cannot be ignored.  Many ISO WGs, prominently JTC1/SC2/WG2 (ISO 10646),
issue changes much faster than that.
