there is an ISO Proposed Draft Technical Specification

 10303-28:Product data representation and exchange: Implementation
 methods: XML representation of EXPRESS schemas and data.

at  http://www.nist.gov/sc4/wg_qc/wg11/n140/, presumably for public review.
