When you talk about XQuery versus XPath 2.0, you seem to be ignoring the fact that XPath 2.0 is being jointly designed by members of the XQuery and XSLT Working Groups, which are jointly responsible for it. Both languages will use XPath 2.0, so "an entirely new syntax" seems to be a bit of an exaggeration. In fact, XPath 2.0 will become that common semantic and syntactic core for both languages.
