It's not clear what you want: is it a task-centric data model or a testing
language in xml syntax? If by web-based you mean "accessed through a
browser", you could consider HTTPUnit <http://httpunit.sourceforge.net/>
using an Ant <http://jakarta.apache.org/ant/index.html> like task notation
as a place to start from.
