I've changed the RDDL namespace URI to:
http://www.rddl.org/ and, you guessed it, a new version of the spec is
there. Work is ongoing. Still trying to get the DTD working so if you are
trying to validate documents you will probably still get errors.

http://www.rddl.org resolves to http://www.openhealth.org/RDDL which is
still where the project is being housed.
