I'd prefer for the checking of the structure to be the first stage of processing, but
as you pointed out, that would have resulted in a very fat recommendation. I take
your point about applying a non-validating processor to resolve the entities - since
the document has to be processed by some such application, I suppose that makes
sense. Thanks for the clarification.
