Please include "is this relevant to me?" details in announcements. For
example:
 - What platform(s) is it for? e.g. Wintel, Java, Unix...? 
 - Is it a command line tool, an API, something else?
 - If an API, what kind... eg on Wintel is it a set of DLLs or ActiveX or
source code...?
