Try www.xmlspy.com - it's a Windows shareware with an initial free trial.
I've been using it for may be an year & found it ok. IBM also has something
that some people in my company find interesting, but installing it is a
nightmare for someone used to convenience of ordinary Windows installers - I
gave it up after spending an hour!
