I'm not clear here? Do you want a filter or an editor?

If you want an editor, I know of two possibilities:

Commercial, SoftQuad XMetaL (I work for SoftQuad. Send Money)

Open Source, Lisp, GNU Emacs with PSGML.

<shameless plug>Xmetal is the first commercial product that I use instead of
Emacs. If you're paying market rates to your staff, paying for Xmetal rather
than climbing the Emacs learning curve could be good economics.</shameless
plug>

There are a large number of open source editors for WELL FORMED XML. We 
have a project where, at least in version 1, human beings will be writing 
in XML and frequently will generate poorly formed XML .
   Does anyone know of tools to help a human transform poorly formed XML 
into well formed XML - perferably open source and Java based????
