Validation does not change with the addition of Namespaces.
It is common practice to complain bitterly when you have to address this.
The technique used in the 'DTD for Schemas' works, if your XML Parser is up 
for it (works in MSXML 3.0):

XML Document:

   <!DOCTYPE a:test  SYSTEM "test.dtd" [
   <!ENTITY % p "a:" >
   <!ENTITY % s ":a" >
   ]>
   <a:test xmlns:a="http://elcel.com/ns"/>

External DTD Subset:
   <!ENTITY % p "" >
   <!ENTITY % s "" >
   <!ENTITY % q_test "%p;test" >
   <!ENTITY % nsdecl "xmlns%s;" >
   <!ELEMENT %q_test; EMPTY >
   <!ATTLIST %q_test;
     %nsdecl; CDATA #IMPLIED >

If you're not using prefixes (like in your original example), just dump the 
internal subset.
