Questions that either display my ignorance or could indicate needed
clarification within the spec:

1) what does a scale facet do for integer-derive datatypes?
2) what's special about zero and negative zero for double and float types?
3) the timeDuration says that Y,M,D,H,M take arbitrary integers, but then
goes on to say the lowest-order occurence can be decimal
