I doubt it.
The only place I could imagine such a thing would be at IBM's alphaworks:
http://www.alphaworks.ibm.com

Can your PL/1 system access anything that's not PL/1 ?
c/c++ object files, java bytecode, CORBA, COM,... ?

I suggest going down one of these roads.
