Ken North has taken an offline conversation that started from discussion
here and posted some of it to the forums at Dr. Dobbs' Journal:

relations between developers, the W3C, the IETF, and ISO.

The content there is somewhat different from the discussion here so far,
but it seeks to address similar questions.
