XML Spy will do that.  I haven't tested with a "real" Schema, but I went
DTD->Schema->DTD.

It worked, although I think it made all the attributes CDATA on the second
conversion, so the final DTD was not identical to the initial DTD.

I don't know what it would do with Schema-specific constructs.
