Hi Folks,

The online Best Practices document has been updated based upon the
(excellent) discussions that we have had in the last few days on the
"global versus local" issue:

I would appreciate it if you would please check it over to ensure that
all the ideas that were discussed are faithfully represented.

Highlights:
 - It describes all three designs that we discussed
 - There is a General Guidelines section describing when you
   would use one design over another.
 - A name has been selected for each design.  I will start using
   those names in succeeding discussions.
