Not quite true. 

I think the main thing was actually the hexadecimal numeric 
character references, or some such. Empty end tag syntax 
was cast in terms of NET (which I think Steve DeRose 
proposed)

The essence of your message is correct however. Full XML/SGML
compatability came only after 1997.
