The way it was once explained to me, neither is chosen over the other for a
deliberate reason: by announcing support for both of these coordinated
standards, the XML WG wanted to avoid giving the impression that if the two
ever diverged that they would follow one in particular. They did it this way
precisely to discourage any future divergence.
