The third generalized way to workaround the limitation of not-evaluatable 
Xpath ( not-evaluatable import e t.c. ) could be  on-the fly 
compilation of the stylesheet. Stylesheet 1 receives parameters and generates 
the stylesheet 2 , then stylesheet 2 is applied.

PS. I consider saxon:evaluate() to be the most reasonable workaround, 
but I have to mention this 'on-the-fly' way - for some reasons 
( unclear to me) some people like it.
