do you mean

  Between August and November 1996, Mr. Bosak, with the help of two
  other SGML experts, Tim Bray and C. M. Sperberg-McQueen, created XML
  as a scaled-down version of SGML, intended for use on the Internet.

isn't that fair enough? it accords with my memories precisely.
