If I understand you, you are suggesting at least two things.  One, that
documents are more easily and unambiguously written if namespace
qualification is explicit (and if the referent of a namespace-qualified name
is singular).  Two, that the schema specification is large and difficult to
grasp.  I agree with you on both points.
