I am having problems using an xsl document which has an xsl:variable
declerationi in it.  I am not even using the variable in the xsl document
(yet), only declaring it as follows:

<?xml version="1.0"?> 
<xsl:stylesheet xmlns:xsl=" http://www.w3.org/TR/WD-xsl
<http://www.w3.org/TR/WD-xsl> "> 
 

You're using the namespace for the old 1998 proprietary Microsoft dialect of
XSL, which (I think) didn't support variables.
