Well, there's a third possibility: everybody uses different DTDs, with an
industry-standard interchange DTD.  For N DTDs, there are 2N
transformations into and out of the interchange DTD.  They may be managed
with AFs at some sites, and not at others.

(Just attempting to clarify; not really taking a position on AFs right now,
having used them to good effect but not nearly as often as full
transforms.)
