Han Chock Lee asked about xsl creation tools.

HTML-kit has plugins that give reasonable support to writing XSLT (it
doesn't run the transformation, though)

IBM Alphaworks has XSL Editor.  This shows you the xml to be transformed,
the xslt stylesheet, and the transformed result.  Look promising.
