Actually, last time I checked, it looks like this:

file:///C|/xml/xappli/DTDs/Books.dtd

(Note the third introductory slash and the vertical bar as substitute for the colon.)

Granted, IE is rather notorious for allowing sloppy file:// URL constructs, but that's no 
reason to encourage the practice.  :)
