I am suggesting that ">" be forbidden in SML character data altogether.
That way no check for "]]>" is needed at all. In addition,
all ">"s are guaranteed to be tag terminators, which makes
for a simple inner dispatch loop.

The hint you asked for: not doing i18n is asking for trouble
before, during, and after the fact. Supporting legacy *encodings*
may be unnecessary. Failing to support the Unicode character set
is plain retrograde.
