Is that right?  So

   <foo xmlns:bar="" xmlns:baz="">

is illegal, but

   <foo xmlns:bar="" biz="" xmlns:baz="">

is legal?  That can't be right.  It seems it should be

   [3] Stag ::= '<' Name (Att | NSDecl)* '>'
