Yes.  Thank you for the correction.  The paragraph should have read

In particular, the specification explicitly
describes the application of qualified names to element and attribute
identifiers, proscribes their application to entity names, PI targets and
notation names, and neither requires nor forbids their use or interpretation
in element or attribute content.
