This may be over-simplifying the problem, but I would just lose the operation element and
define affiliate and merchant as:

<!ELEMENT affiliate     (get | set)+>
<!ELEMENT merchant      (signup)>

The operations element seems redundant, unless the contents of affiliate and merchant can be
more complex than you have indicated.
