When I try to explain the W3C's structure to conference and tutorial audiences, sometimes I put it like this: "We lock the engineers from Netscape & Microsoft & Sun & IBM & Adobe & everyone else in a room and keep them there until they work it out. The idea is to keep the marketing droids from making trouble." which glosses over a lot of the details and subtleties of the picture. But is kind of how I think about the process. As a historical note, one big reason why Tim B-L and the guys were able to bootstrap the W3C back in '94 was the public self-destruction of the HTML3 process over in the IETF.
