It is correct, but your second line is basically saying "here comes some
attribute definitions for the TYPE_OF_LOSS_CODE element type," and then it
doesn't have any. This is legal (see production 52 of the XML spec), and
would typically be used as a placeholder for where you're going to put the
attribute definitions, but wouldn't serve much purpose that I know of in a
production system.
