I've put a test version of expat at

  ftp://ftp.jclark.com/pub/test/expat.zip

which adds experimental, optional support for parsing external DTDs and
parameter entities (this does not include validation).

Use xmlwf -p to use this from the command line. Compile with -DXML_DTD
and see the comment above the declaration of XML_SetParamEntityParsing
in xmlparse.h to use this in your own code.
