Oh, I bet the <?xml declaration is tricking the IE5 "mime type sniffer" into
thinking this is an XML document.  I will file a bug against IE5. We really
need a DTD mime type...

Actually, www.xmlnews.org is serving it up as text/plain -- MSIE must
be acting on the .dtd extension.
