Of course.  Furthermore, it is possible in one pass.  Check my
namespace filter at http://www.ccil.org/~cowan/XML/NamespaceFilter.java .

Proof by example.

More accurately: it shows how to map names that contain a colon
to URI-prefixed form; some colon-free element names are also
given URI-prefixed equivalents, but some are not; attribute names
without colons are not given URI-prefixed forms.
