Consider:

 <!DOCTYPE foo [
 <!ELEMENT foo ANY>
 <!ATTLIST foo a NMTOKEN "x">
 <!ATTLIST foo a NMTOKEN "*">
 ]>
 <foo/>

The second attribute declaration is ignored.  But is it still a
validity error that its default value is not an NMTOKEN?

(This occurred to me after seeing an article by Chris Maden in
comp.text.xml, but in that case the answer was clear.)
