Jade is a general SGML tool, and doesn't enforce
XML restrictions on content models.  XP does.

No, it's an XML rule:  #PCDATA must be mentioned first,
because the minute a parser sees #PCDATA, it needs to enforce not
the general "element-content" rules but the different
"mixed-content" rules.
