It's important to understand that the SGML declaration for XML
is not normative.  In case of conflict, the XML specification rules.

While I am not an SGML mavin, it seems clear that everything declared
as a NAMESTRT character is also valid as a NAMECHAR character.
The characters explicitly listed in NAMECHAR are the non-ASCII digits,
combining marks, and modifier letters, plus the FULL STOP and HYPHEN-MINUS.
